The principle of the declaration

Anyone who delivers professional training files an activity declaration as soon as the first training agreement or contract is signed, and no later than three months after it. The first agreement is therefore signed without a number; from the second one, the number appears on agreements or, failing that, on quotes, purchase orders or invoices.

Organizations that only train their own employees in-house are exempt, except for a corporate apprenticeship training centre (CFA).

The file and the procedure

The declaration is sent to the regional prefect, whose control services sit within the DREETS, usually online on Mon activité formation. It includes in particular:

  • proof of the SIREN number;
  • the criminal record extract (bulletin no. 3) of the manager or declarant;
  • a copy of the first agreement or contract;
  • for private legal entities delivering apprenticeship, other than corporate CFAs, their statutes;
  • the content and resources of the training, and the list of trainers with their qualifications;
  • an identity document of the declarant or manager.

A sole trader under the micro-business turnover threshold does not have to attach the agreement and detailed presentation, replaced by a short presentation.

The authorities can ask for further documents within ten working days; the organization then has twelve working days to answer. The number is issued within two months of receipt of the complete file. Until then, the organization is deemed declared.

Grounds for refusal

Registration can be refused if the services are not professional training, if the rules for delivering training are not met, if a document is missing or, for apprenticeship, if the statutes do not mention it. Since 27 June 2026, it can also be refused without premises suitable for apprenticeship, or when the manager had a registration cancelled for fraud in the last four years or an unpaid repayment decision in the last five years.

Obligations after the declaration

The annual training report (bilan pédagogique et financier) is filed every year. Without it, or if it shows no activity, the declaration lapses. When advertising mentions the declaration, it must use only this form: "Registered under number… This registration does not constitute State approval."

Key takeaways

  • Declaration within three months of the first agreement; number required from the second.
  • Key documents: SIREN, manager's criminal record, first agreement, trainers and their qualifications.
  • Number issued within two months of the complete file; the organization is deemed declared meanwhile.
  • New grounds for refusal since June 2026: premises for apprenticeship, past fraud.
  • Annual training report every year, or the declaration lapses.
