EDOF: listing your courses on Mon Compte Formation

EDOF (Espace des organismes de formation, the training providers' space) is the Caisse des Dépôts platform on which a training organization gets listed to sell its courses on Mon Compte Formation, the French personal training account (CPF) platform. You first need an active activity declaration, Qualiopi certification and, for a certifying course, authorization from the certification holder. Access goes through an EFP Connect account, then a listing application that the Caisse des Dépôts processes within two months at most. Since April 2026, the account holder pays a contribution of 150 euros per course, unless exempt.

What EDOF is

EDOF lets you publish CPF-eligible offers, respond to enrolment requests, declare trainees' entry and exit, prove the service was delivered (service fait), invoice and declare subcontracting. The Caisse des Dépôts puts the organization and the trainee in contact, without intervening in their relationship.

Prerequisites before applying

  • An active activity declaration (déclaration d'activité), registered with the DREETS.
  • Qualiopi certification for each category of action offered. It is mandatory for any provider funded by the Caisse des Dépôts (article L6316-1 of the French Labour Code).
  • An eligible course. A certifying course prepares for an active certification registered in the RNCP (national register of professional certifications), for one or more of its skills blocks (blocs de compétences), or in the Specific Register (Répertoire spécifique, RS). The organization must hold the certification holder's authorization "to train" or "to train and organize the assessment". Skills assessments (bilan de compétences) and validation of prior experience (VAE) are also eligible, under their own rules.
  • Being up to date with social and tax obligations, and accepting the terms of use.

Logging in: EFP Connect

Access to EDOF goes through EFP Connect, the Ministry of Labour's login solution, which replaced the Mes Démarches Emploi et Formation portal in November 2024.

  1. Create an EFP Connect account. It is attached to the company (SIREN number).
  2. Request EDOF authorization for your establishment (SIRET number), following the procedure described on the Caisse des Dépôts portal: request by email, documents sent via France Transfert, then receipt of an access code.
  3. The authorized person becomes the "access manager" (responsable des accès) and invites colleagues.

Since 3 September 2026, every login requires a one-time security code, sent by email and valid for 30 minutes.

The listing steps

  1. Fill in the listing form offered at first login. Only one application per establishment is accepted while it is being processed.
  2. Attach the documents: Kbis or RNE extract (or association documents), identity and declaration of no criminal record of the legal representative, Urssaf compliance certificate (attestation de vigilance) and tax compliance certificate, latest tax return package, qualifications of the trainers.
  3. Admissibility: an email states within 11 working days whether the application is legible, complete and truthful.
  4. In-depth review: the Caisse des Dépôts may request additional documents and check information with the authorities.
  5. Decision: a single answer within two months of the first application.
  6. Support: a Caisse des Dépôts onboarding programme (webinar, documentation) is mandatory.

Once accepted, wait 48 hours before publishing your offers. Enter your bank details: without them, no payment is possible. For RNCP courses, the skills blocks prepared must be entered: from 22 October 2026, offers without this data are no longer visible.

What the terms of use require

Version 15 of the terms of use has applied since 5 May 2026. Among the obligations:

  • No cold canvassing. Prospecting CPF holders by phone, email or social networks is prohibited (article L6323-8-1). The fine can reach 75,000 euros for an individual and 375,000 euros for a legal entity.
  • Never act in the holder's place. You may not ask for their social security number or their Mon Compte Formation or FranceConnect+ credentials.
  • Respect the 11 working day period between sending the order proposal and the start of the course.
  • Declare entry within 3 working days of the start, then exit and the completion rate within 3 working days of the end.
  • Keep the evidence. The Caisse des Dépôts may request it for five years; you then have 5 working days to send it.

Payment is made after the service is delivered. An advance of 25% is paid for courses lasting more than three months.

Controls and anti-fraud measures

The law of 19 December 2022 banned cold canvassing and allowed the Caisse des Dépôts to delist an organization that no longer meets the conditions and to recover sums unduly paid. The Caisse des Dépôts can now:

  • suspend payment or listing for up to six months during an investigation;
  • delist an organization for one week to one year, after an adversarial procedure;
  • check delivery through surveys of the organization and trainees, or on site.

The law of 25 June 2026 on combating fraud, in force since 27 June 2026, strengthens these powers. It also provides that a holder who does not sit the final exam repays the sums paid, unless there is a legitimate reason set by a forthcoming decree.

Subcontracting

An organization may subcontract, under its own responsibility, up to 80% of the tuition fees invoiced to the Caisse des Dépôts (order of 3 January 2024). The subcontractor must have an activity declaration number, Qualiopi certification and the certification holder's authorization, and must not be delisted. A micro-entrepreneur with annual turnover below 77,700 euros excluding VAT is exempt from Qualiopi and the authorization. Second-tier subcontracting must be prohibited by contract.

All listed organizations file an annual declaration, even without subcontracting. The declaration covers the previous year; check the campaign closing date each year on the training providers' portal.

The holder's out-of-pocket contribution

Since 2 May 2024, the holder pays a flat contribution (reste à charge) for each course (decree of 29 April 2024). Set at 100 euros, then indexed, it rose to 150 euros in April 2026 (decree no. 2026-234 of 30 March 2026). Exemptions include jobseekers and holders whose course is co-funded by their employer or OPCO. The training organization is not allowed to reimburse it.

Since February 2026, the rights that can be used are also capped at 1,500 euros for an RS certification and 1,600 euros for a skills assessment.

Common reasons for rejection

  • Illegible, incomplete or unverifiable application.
  • Documents not sent within the requested time.
  • Falsified document: rejection and possible prosecution.
  • Missing prerequisite: inactive declaration, Qualiopi not covering the category, no authorization, inactive certification.
  • New application identical to the previous one: the Caisse des Dépôts then confirms the rejection.

Frequently asked questions

Is EDOF free? The terms of use do not mention any listing fee. The costs come earlier: the Qualiopi audit, the certification holder's conditions for the authorization, preparation time.

Is Qualiopi mandatory for EDOF? Yes, for each category of action offered.
