How to build a RNCP certification file

The framework and the registers

France compétences keeps two registers. The RNCP records certifications attesting the skills of an occupation, ranked by qualification level and made of skill blocks. The specific register (RS) records certifications and authorizations attesting complementary skills. Both are eligible for the personal training account (CPF).

Apart from State diplomas and titles, registration is made at the certifier's request, after a binding opinion from France compétences' professional certification committee, for five years at most.

What the file contains

The file rests on three frameworks: activities (work situations, target occupations), skills (the resulting skills and knowledge) and assessment (criteria and methods for assessing learning). They are organized in skill blocks, each assessed and validated separately.

It also includes an analysis of the cohorts of holders trained by the certifier: jobs held and access to employment, compared with similar certifications. If the data cover only one year, registration is limited to three years.

The criteria since the decree of 6 June 2025

For applications filed since 1 October 2025, France compétences examines in particular:

• the match between the target occupation and the jobs holders actually hold;
• the impact on access or return to employment;
• the reality of the technical, teaching and supervisory resources of the training followed, and their match with the frameworks;
• the quality of the frameworks, which cover, depending on the occupation, the green and digital transitions, health and safety at work, disability and accessibility;
• control procedures for training and assessments, including at authorized providers;
• access through VAE and the coherence of the skill blocks.

An application is refused without examination in case of false statements about cohorts, literal copying of an existing framework or misleading communication about the training. After three refusals within five years, the certifier must wait one year before filing a similar application.

Timing and points of attention

No regulation sets a review time frame: the schedule depends on the committee's sessions and on how complete the file is. Filing is done online on the France compétences platform. The vademecum published by the committee in January 2026 details what is expected.
